Abstract
The high complexity and uncertainty of risk society have brought great challenges to social governance. As an important tool to achieve the goals of social governance, the key to effective implementation of public policy lies in whether the target group (the public) 's attitude towards the policy and the actions taken are consistent with the policy requirements. The research finds that the public's policy compliance behavior directly depends on their attitude toward the policy, and the public's cognition and evaluation of the policy run through the whole policy process, and the evaluation is based on whether all aspects of the policy process can meet their needs to resist risks. Therefore, the perspective of the whole policy process can explain the influencing factors and formation mechanism of people's policy compliance in a more comprehensive way. The mechanism of people's policy compliance under the risk society is formed by the integration of efficiency and value, as well as the integration of external and internal forces. Based on the analysis framework of "policy-attitudes-behavior" and the constituent elements of this mechanism, an auxiliary mechanism is established to form a more smooth and benign interaction between the policy process, risk cognition, policy identity, external environment and other components. Thus, the policy compliance mechanism can be further optimized.
