Can special inspection improve urban safety?——A quasi-natural experimental study from Chinese cities

Abstract
As a kind of production safety supervision mechanism of the Chinese government, whether the special supervision at the higher level has really improved the local production safety management needs empirical test. This study takes the policy implementation of superior safety supervision as a quasi-natural experiment, selects the panel data of 53 interprovincial cities from 2009 to 2021, uses the double difference model to investigate the effect of the supervision of the Safety Committee of The State Council on local work safety governance, and explores the possible correlation effect of corruption factors. The results show that the superior supervision significantly reduces the death rate of production accidents in the local GDP of 100 million yuan, that is, the special supervision has a significant promotion of local work safety governance, and this conclusion remains valid after various robustness tests. At the same time, corruption factors have a negative moderating effect on the influence of supervision on work safety governance, which inhibits the implementation effect of supervision policies to a certain extent. This study provides a basis for normalizing the work mechanism of safety supervision in China, and improving the capacity and effect of local work safety governance.
