Abstract: With the advent of the global risk society, the pressure of disaster prevention and mitigation is increasing in all countries, especially at the grassroots level, which is at the front line of disaster outbreaks and emergency response, and needs to cope with the complicated emergency management affairs. China has not been reforming and improving its emergency management system and forming the Ministry of Emergency Management for a long time, and the foundation of grassroots emergency management is relatively weak. So, can the grassroots level, which is relatively short of emergency resources and personnel, support the effective operation of emergency management? What are the operational mechanisms? Based on the "Structure-Process-Outcome" model, this study constructed a questionnaire to assess the performance of China's grassroots emergency management, and analyzed 340 valid samples using the entropy-weighted TOPSIS method. The results show that the entropy value of the process dimension (0.9744) is smaller than that of the structure dimension (0.9815) and the result dimension (0.9858), and the Euclidean distance of the result dimension is the smallest among the three dimensions (0.2426), and the fit is the highest among the three dimensions (0.5042), which indicates that the process of emergency management has the greatest influence on the grassroots level's performance, and that the overall performance of the grassroots level's performance is better. performance is better overall. From the perspective of grassroots emergency response practice, the advantages of China's party and government structure in unified leadership, resource integration, coordination and cooperation, and supervision and implementation are important reasons why grassroots emergency response can still operate effectively despite insufficient resources. At the same time, the dual factors of "humanism and the rule of law" have effectively lubricated grassroots emergency response, and some grassroots cadres have supplemented the formal system's insufficient coordination and mobilization capacity with their "Charismatic authority". Some grassroots cadres have supplemented the emergency coordination and mobilization capacity that the formal system is unable to adequately provide. Therefore, in order to promote a sustained improvement in the effectiveness of grassroots emergency management in China, it is still necessary to strengthen the legal system, standardize grassroots emergency response systems and mechanisms, and enhance the capacity of grassroots emergency management.
