The Measurement and Enhancement of Urban Emergency Response Capability under the Convergence Perspective:A Case Study of Cities in Province N of China

Abstract
To correctly identify cities' weak links in responding to various situations
and to investigate the best way to strengthen their emergency response capabilities. A
study on the measuring and upgrading of urban emergency response capability was
conducted, with cities in China's N province serving as research subjects. Based on
the integration of system security and emergency management, we constructed a
three-dimensional construction framework of urban emergency response capability,
including "disaster-development-response dimension", formed a comprehensive factor
set of "4E-4R-4M" for emergency response capability(expressed as four types of
Emergencies - four phases of emergency management process- four factors of
Man-Machine-Media-Management). A comprehensive weight calculation method that
deeply integrates subjective judgement, data characteristics and variable weight
assignment is proposed, and a mathematical model is used to measure the urban
emergency response capability, using A+, A, A-, B+, ..., D, D- to indicate the different
levels of the emergency response capability, and ArcGIS software is used to achieve
the spatial visual presentation and analysis of the urban emergency response
capability.The measurement results show a good consistency with the actual situation
in N province, pointing out that there are problems such as insufficient ability to
prevent and resolve risks, weak emergency response foundation and lack of talents in
N province, and proposing a special programme to enhance the emergency response
capacity for different cities, which is of certain guiding significance and reference
value for the scientific and efficient enhancement of the emergency response capacity
of cities in case of emergencies.
